I used to take string orders from Tom when I was working for the Emmons Co. in 1999-2000.
I know he lives in Kentucky, somewhere around Mammoth Cave, Park City area, If my memory is correct. I might be off a little, but I know he is from the south-central Ky. area.
Find a fellow by the name of Fred Layman on this forum here, I think that he is still the President of the Kentucky steel guitar club. It is very possible that he might have the contact info that you are looking for.
I know Ol' Tom is a VERY BUSY PUPPY, so you might not be able to get him that easy.
