If you have WindowsXP service pack 2 installed, then you should have a pop-up blocker in Internet Explorer. For information on using it see this.
I personally use the Firefox browser with the AdBlock Plus and Fitlerset.G Updater extensions. This combination is quite effective at removing ads and pop-ups from the web browsing experience.

Jim;
You are getting Messenger Spam Popups. You need to turn OFF the Messenger Service to stop them.
To stop the Messenger Service click on START > RUN and type in services.msc, then press the ENTER key. The Services console opens. Scroll down on the right pane until you see Messenger and double-click on it. The Messenger Property sheet opens. Halfway down there is a Startup Type Select box. Yours probably says Automatic. Change that option to DISABLED. Now, click the Stop button to stop the service. Click Apply at the bottom, and OK to close the Properties window, then close the Services console.
You will no longer get Messenger Service popups.
