Awhile back I saw a thread concerning friction with the fingerpicks and strings. I've ran across this problem many times over the years, and usually new strings will solve the problem. Last weekend, though I tried something new, since you can't always change the strings. I sprayed some "Fingerease", that stuff that 6-stringers use to reduce friction on the fretboard, and wiped off the excess. Worked like a charm.

Earl: I just sprayed it in the picking area. I wasn't having problems with the bar. I think, though, that when this starts happening, your strings are telling you they need to be changed.
