Did you configure the new laptop to use the encryption passcode set by the router?

Try to disable the proxy, happened to me that's what was wrong. Google a little to find out how to do it according to the browser and OS you use. Very simple.

Is the Toshiba using the same router as the HP?

192.168.2.1 probably shows you the router and lets you view or change its password.
192.168.0.1 probably shows you the modem and lets you run some tests.

It's diagnostic time.

Open an elevated command prompt (Start > Search > CMD >>> when you see CMD.EXE right-click on it and select Run As Administrator.

When the command window opens, type this command, then press Enter:

ipconfig /all

Note the IP address your computer has been assigned. Note the IP of the DHCP Server. Your router's IP should match this and be the one assigning you an IP. If you have a neighbor who has an unsecured router, you might be logged into his or her router, rather than yours.

Release and renew your IP:

At the (elevated) command prompt, type this:

ipconfig /release
(Enter)
ipconfig /renew
(Enter)

See if happy happy. If no happy happy, check your wireless icon in the Systray. Open it's Wireless Networks properties and see what the name of your router is (SSID). Open the advanced wireless networking properties and make a check mark to always connect to that router as your preferred wireless connection. Move it to the top of the list, with the Move button, if not already there.

Finally, connect a network cable from an output jack on the back of the router to the Network jack on your computer/laptop. If all goes well an IP will be assigned and you will be on the Internet.

Once connected by a network cable, you can log into the administration interface of the router and see what is preventing the wireless card from getting on the 'net.
