Latest IE version ?
My Pc has not been the same since my latest update.
Although I kind of like the new features.. everything is way slower.

If you had I.E.7 and got upgraded to I.E.8 you shouldn't see any difference. But, if you had I.E.6 and upgraded to I.E.8 you may see a slight difference because of the added internet security (e.g. Phishing filter) in I.E.8.
Then again, it may not be I.E.8 but something else causing the difference (e.g. your Internet security software (check for any updates from the security software vendor).

I had more trouble with version 7 than I have with v.8 and I thought I could help you if it was v.7.
Actually, the jumping around sounds like the CPU is really busy and the mouse can't catch up until the CPU takes a break and looks at the inputs. I know v.7 and v.8 will do that but I'm not sure it is the thing that is causing your problem.
I have noticed one issue in partiular with v.8. After I close IE (I always x out of IE), sometimes the system seems to go away and get busy doing something. During this time, the cursor becomes inactive--it will move around but it q's up any click you made during that period of time. Then all the clicks become active all at the same time when IE recovers.
