The new Anti-Phishing feature checks every website you attempt to visit to see if it is listed in a phishing database. This will cause some slight delays in page rendering. If you have other anti phishing protection you can turn off the IE filter.

SP3 will not cause your PC to slowdown. IE 7 will not either, unless the phishing filter is on, or some other add-on or security app affects rendering.

Calvin;
With IE7 open go to Tools > Phishing Filter > "Turn Off Automatic Website Checking."
