How can I set up a password on my computer so that my kids can't get access to the Internet?

You first assign a (private) password to your usual account. Then you create a new Limited User account for the kids, without a password. Log off your account and onto the new account to set it up as an active profile. Make sure they do not know your password or the administrator account password.

Your solution may require the addition of parental filtering or censoring software, since you cannot turn off access to the Internet for just one account. If you apply parental controls available in Internet Explorer they will apply to all identities and will require a supervisor password to allow you to override them while you use IE.
You might want to check into Net Nanny, which is a content filter you can configure as needed. There are special browsers available for young children, like KidSplorer. You would have to hide the links and icon for Internet Explorer on their desktop and start menu.
