Third string raise on C6th problem
Well I’ve screwed up. I was trying to get the 3rd string C to raise a whole tone (pedal 7) and I over tuned it. Now the changer finger is stuck & wont return. It’s on a Fessenden. Anyone have an idea on what I need to do? Thanks.

First thing I would do is loosen the tension on the string by detuning it a bit. You don't have to remove it. Loosen ALL nylon tuning nuts on that string. See if you can push the finger back into it's home position. You can use a screwdriver to try and push it back. If you get it back in position, tune everything back up. Good luck.

ASSUMING that you did NOT change the pull rod position at the bell crank:
1 - loosen the nylon hex tuner for that P7 raise to the point where you have again about 1mm or 1/16" slack.
2 - turn the guitar over and pull (UN-screw) the pedal stop screw (at the pedal crank) back so that you get more pedal travel.
3 - get the guitar back on it's feet and see if you hit the note (WITHOUT the need to tighten the nylon hex tuner nut!).
Repeat until you got the right pitch.
I assume you have a plain sting on #4 (A)... so that one will become sharp and will need to either be tuned at the nylon hex tuner (un-screw) or set at at hole closer to the cross shaft, to reduce pull rod travel.

If you have the scissor past the finger, you'll probably have to remove the string tension, the return spring, and probably the pull rods, and manipulate the scissor back to the right side of the finger. Here's a link to a gif of what I'm talking about
