Sounds like 100% Buddy Emmons to me based on the style and riffs being played.

Agreed. And for the record, those Hal Rugg sounding licks, Buddy played them before Hal back around 64 or 65. Hal borrowed them, built on them, and kinda developed his E9 style, (or at least the one he's famous for.) from them.
